The Controller of Stores may also make local purchases of items of small value, both stock and non-stock, up to Rs.1 lac in each case, subject to the condition that in the case of stock items, the purchases are made only where

a. The normal annual recoupment quantity does not exceed Rs.1 lac in value, or

b. The stock of the item is precariously low and the item is urgently required,

c. And that the quantity is not deliberately reduced with a view to bring the purchase within the scope of this provision.

d. He will make no purchase without satisfying himself that the price paid is reasonable

e. The powers referred to above or other power of local purchases of stores delegated to the COS may be re-delegated to the depot officers, in consultation with the FA & CAO to the extent considered necessary in each case.
